On Friday, 13 December 2013, in the afternoon at 14:26, in Biržų district municipality, on the Papilys–Kvetkai–Vanaginė regional road (kilometre 7.35), a Volkswagen Golf ran off the road. One person was injured — a 38-year-old passenger of the Volkswagen (treated as an outpatient, was not wearing a seatbelt). The accident was caused by the 38-year-old driver of the Volkswagen, who failed to choose a safe speed. He was drunk (2.30‰ blood alcohol) and had no driving licence. According to the register, the at-fault driver's vehicle had no compulsory civil-liability insurance (TPVCA). At the time of the accident the weather was clear, the road surface was dry. The speed limit on this section is 50 km/h.
